NEW REQUIREMENTS ARE RESHAPING AGENT BEHAVIOR This intensified oversight of marketing practices protects members from misleading or high-pressure sales tactics. The changes are clear and so are the expectations. ‣ Standardized commissionss prohibit marketing incentives beyond base rates ‣ Disclaimers are required at every step, making it clear to members who agents represent ‣ Sales calls must be recorded and stored for ten years, including those for renewals and plan inquiries THE SHIFT FROM GROWTH TO STEWARDSHIP While these updates penalize overly aggressive marketing, they also challenge carriers to find new ways to support agents and ensure compliance.     Medicare Advantage Shake-Up: Why Some Insurers Are Exiting State Markets After years of aggressive growth, 2024-2025 is bringing a sharp course correction in Medicare Advantage (MA). Over 1.8 million members will lose their current plans in 2025, as at least 18 carriers exit the MA market altogether. This includes regional players like Moda Health (Maine) and MVP Health/UVM (Vermont), national names like Humana, which is pulling out of 13 markets (impacting 560K members), and Centene’s WellCare, exiting six states. Why the retreat? Margins are tightening fast. MA medical cost ratios jumped from 85.9% (2023) to 89.2% (2024)—a shift that cut operating margins nearly in half. Plans are battling higher utilization, rate cuts, and a new CMS risk model that reduces reimbursement. Add in Part D changes from the Inflation Reduction Act and increased regulatory scrutiny (from CMS, Congress, and DOJ), and it’s clear: the days of easy MA growth are over. Still, the market is massive with 34M+ enrolled in 2025, but growth is slowing. Where do we go from here? Forward-thinking carriers are investing in technology to manage distribution, enable agent productivity, and improve member targeting. It’s no longer just about claims processing—it’s about giving brokers tools to find and enroll the right members. MA isn’t going away, but predictable, profitable growth will require smarter distribution, leaner operations, and tech-forward strategy. Those who adapt will thrive.
