“We see real issues with the solar developers being able to get their projects completed..." Last week, Exelon and PPL Corporation CEOs called for a change in legislation that would allow utilities to drive power generation buildout. Are we witnessing a rewriting of the rule books in the regulated utility space driven by the AI Infrastructure boom? Here are the key considerations in PPL's case: 1) Massive Data Center Pipeline – PPL Electric’s advanced-stage data center interconnection projects have grown 32% in three months to 14 GW, with total queue requests topping 60 GW. 2) Explosive Load Growth – Signed agreements project demand rising from 800 MW in 2026 to 14.4 GW by 2034, driven largely by AI and hyperscale data centers. 3) New Generation Strategy – PPL formed a joint venture with Blackstone Infrastructure to develop natural-gas-fired plants for data centers; land secured, but no binding energy service agreements yet. “The joint venture is actively engaged with hyperscalers, landowners, natural gas pipeline companies and turbine manufacturers and has secured multiple land parcels to enable this new generation buildout,” Vincent Sorgi PPL CEO said. 4) Legislative Push – PPL supports Pennsylvania bills H.B. 1272 and S.B. 897 to let regulated utilities own generation for resource adequacy; plans to move quickly if passed. 5) Capacity Gap & Costs – PPL estimates 7.5 GW of new dispatchable generation needed in 5–7 years at $2.2–2.5M/MW capex; PJM capacity auctions have already raised bills by $15–20/month. 6) Broader Grid Impact – PJM faces 3–4% annual peak load growth through 2035, but much of the new generation queue is intermittent, raising risks of supply shortfalls and continued price increases. American Electric Power Reports 18GW of Contracted Data Center Load Growth The numbers are locked in and massive. ▪️ 18GW of incremental data center load through 2029 ▪️ 24GW total new industrial load: 100% backed by signed agreements ▪️ 190GW+ in their interconnection queue ▪️ $70B capital plan (+30%) with 50% for transmission With ample fiber, water, and the largest U.S. transmission backbone, AEP’s footprint is now ground zero for AI-scale builds. Growth hotspots: Indiana, Ohio, Texas driven by AWS, Cologix, Inc. & others. AEP is deploying on-site generation (via Bloom Energy fuel cells) to meet timelines. Are regulated utilities going to step in to build the power generation to meet data center demand? This week Exelon reported a data center pipeline of 33GW across its six-state service area (DE, IL, MD, NJ, PA, DC). 17GW is already in the interconnection line; another 16GW will be studied and added to the formal pipeline in 2025. Expected energization pace: ~10% online by 2028, ~1/3 by 2030, and ~3/4 by 2034. To meet demand, Exelon is exploring building/owning generation; some states currently bar this, but New Jersey and Pennsylvania are weighing changes. "We want to be part of the solution.
