International Telecommunication Union’s WRC-27 Agenda Item 1.5, which studies the development of regulatory measures to limit the unauthorised non-GSO operation of user terminals, was discussed during the last Working Party (WP) 4A in Shanghai. In SES’s view, it is recommended to enforce existing provisions and balance compliance with continuity in satellite services’ regulations. Based on some recent regional initiatives, SES sees a risk with regulations being proposed that will drastically reduce operational flexibility and optimisation, not only for non-GSO operations in the scope of Agenda Item 1.5 but also for GSO operations in the framework of the standing Agenda item 7.
