Texas’ new Responsible AI Governance Act is a big wake‑up call – it expressly bans AI systems designed to discriminate against protected classes, violate constitutional rights, manipulate behaviour or use biometric data without consent, and it carries penalties up to $200 k per violation plus daily fines. It’s also unusual in that enforcement hinges on intent, so developers and deployers must be able to document the legitimate purpose of each system, the steps taken to prevent harmful uses and the training data used. Building robust governance programmes, aligning with frameworks like the NIST AI Risk Management Framework, documenting design decisions, and using fair, representative data sets with strong privacy controls (de‑identification, consent and audit trails) will be essential to meet TRAIGA’s mandates. A risk‑based training programme like the one you mention can help ensure employees understand these obligations and embed ethics and compliance into every stage of the AI lifecycle.
