[PwC Vietnam’s Tax & Legal NewsBrief] Action Plan on the Implementation of Vietnam’s International Financial Centre On 1 August 2025, the Steering Committee for the International Financial Centre (IFC) in Vietnam issued Decision No. 114/QĐ-BCĐTTTC (“Decision 114”), promulgating the Action Plan for the establishment and operationalisation of the IFC in Ho Chi Minh City and Da Nang. This Decision marks a critical step in Vietnam’s ambition to become a regional and global financial hub, following the adoption of Resolution 222/2025/QH15 by the National Assembly. Decision 114 sets out the objectives, legal and institutional framework, infrastructure development, financial services, human capital, and coordination mechanisms necessary for the IFC’s launch by the end of 2025. Mr. Tran Hong Kien, Partner, Assurance Services, PwC Vietnam, recently shared his insights with the Economic - Financial Magazine on the benefits, challenges, and strategic direction for IFRS implementation in Vietnam. On 24 July, PwC Vietnam was proud to join the online roundtable hosted by The Economic - Finance Magazine, focusing on the adoption of International Financial Reporting Standards (IFRS) and the transition from Vietnamese Accounting Standards (VAS). Mr. Tran Hong Kien, Partner, Assurance Services, PwC Vietnam, joined experts to share insights and recommendations for Vietnamese businesses transitioning to IFRS. He noted that IFRS, adopted by over 160 countries, is vital for economic integration into global supply chains, while Vietnam remains among the few yet to commit. Mr. Kien emphasised that IFRS requires businesses to reflect the true economic substance of their operations. This demands strong internal controls, transparent financial processes, and committed leadership.
